Once the Council found in the evaluation of 2024 that the Portal had reached a high and stable level of compliance in most of the obligations established by Law 19/2013 on transparency, access to public information and good governance (LTAIBG), in 2025 the evaluation focused on those obligations that presented a greater degree of non-compliance and therefore needed greater progress.
The evaluation has therefore focused on examining whether three obligations are correctly published: planning instruments (plans and programmes); information of legal relevance such as guidelines, instructions, agreements, circulars or responses to queries (to the extent that they represent an interpretation of the law or have legal effects); and statistical information necessary to assess the degree of compliance and quality of the public services provided.
The results of the evaluation carried out by the Council show that some of the recommendations made in 2024 have been met and there has been some improvement in the publication of the contents of these obligations.
However, there is a great disparity of compliance in these obligations according to the ministries: some do not publish any document related to the subjects concerned (and also do not reflect that there has been no activity that should be published).
In conclusion, the effort being made to improve the content published on the Portal is appreciated, although it is necessary to continue this work to continue improving the level of compliance with the obligations.
