• Admitted to processing: they meet the legal requirements to proceed to their examination and enter to assess the merits of the application that gives rise to the claim.

• Inadmissible: they do not meet the legal requirements to be examined by the Council (because they are presented after the deadline, because no public information has been requested but rather a material action, etc. ).

• Filed: The claimant has either expressly waived or failed to remedy the deficiencies reported by the Council with respect to its claim.

Note: It should be noted that the number of claims resolved in a period does not always coincide exactly with the number of resolutions issued by the Council, since in some cases the same resolution can resolve more than one claim, accumulating the procedures for keeping a substantial identity.

The claims, once admitted to processing by the Transparency Council, can be:

• Estimates (in whole or in part): the Council recognises the claimant’s right of access and urges the Administration to provide the requested information (in whole or in part).
• Considered for formal reasons: the information has been provided after the person filed the claim with the Council, so, despite having had access to the requested information, his right to obtain a response within the maximum period established in the Transparency Law has been violated.
• Dismissed: the claim to access the information is not recognized due to lack of legal protection
• Suspended: a judicial procedure is pending in a claim of identical characteristics, so its processing is suspended until a judgment is handed down.

Note: It should be noted that although claims at the state level have increased practically year by year, at the regional and local level there has been a greater fluctuation as a result of the fact that not all of them have dealt with claims from the same autonomous communities. Thus, the claims of the Community of Madrid are no longer processed by the Council in November 2021 and those of Castilla-La Mancha in October 2023.
