The Council is part of several platforms for cooperation and exchange of experiences and information on transparency and access to public information, both nationally and internationally: in Spain, the Conference of Guarantor Bodies for Transparency and the Right of Access to Public Information (COTAI); internationally, the European Network for Transparency and Access to Information (ENTRI), the International Conference of Information Commissioners (ICIC) and the Network for Transparency and Access to Information of Ibero-America (RTA).

The Council also exchanges knowledge and best practices with the delegations of other countries with which it holds working meetings and participates in seminars and workshops of a technical nature with European counterpart guarantor bodies.

The Conference of Guarantor Bodies of Transparency and the Right of Access to Public Information (COTAI) is an entity of collaboration and horizontal cooperation composed of the Council and the autonomous oversight bodies in the field of transparency. Its purpose is to contribute to strengthening the guarantee of the right of access to public information and transparency at the various levels of the State through joint actions.

In order to achieve these objectives, the Conference, established in 2025, aims, among other activities, to promote the exchange of experiences and good practices among its members, carry out studies and reports, prepare informative and public awareness documents, promote actions aimed at promoting the culture of public transparency, design strategic training lines aimed at obliged subjects, promote common criteria for assessing compliance with transparency and adopt common positions on issues of special relevance.

The European Network for Transparency and Access to Information (ENTRI), was established in 2025 as a stable framework for collaboration between the guarantor bodies of the different European states. Its purpose is to promote the culture of transparency through cooperation and the exchange of knowledge, experiences and good practices in areas of common interest, as well as the adoption of common positions on transparency and access to public information.

The Board is part of the executive committee of the Network, which is currently chaired by Germany.

La International Conference of Information Commissioners (ICIC) is an annual global meeting and collaboration forum that connects councils and bodies that guarantee the right to public information with the aim of promoting this right as a fundamental pillar in democratic governments. Currently composed of 90 authorities defending the right of access to information from more than 50 countries around the world, the mission of the ICIC is to share knowledge and good practices, identify in what aspects work should be done to achieve global progress towards transparency, and act as a collective voice in international forums to improve the right of citizens to public information.

The first International Conference of Information Commissioners took place in 2003 and has met regularly since then.

The Transparency and Good Governance Council has been a member of ICIC since 2015.

La Transparency and Access to Information Network (RTA) is an international forum made up of the Ibero-American authorities responsible for guaranteeing the right of access to information. Its purpose is to maintain a permanent and formal space for dialogue, cooperation and exchange of knowledge and experiences among its members.

Established in 2011 with the support of the World Bank, the RTA currently has more than 40 entities belonging to 18 Ibero-American countries. The RTA includes commissioners and transparency councils from Argentina, Bolivia, Brazil, Chile, Colombia, Costa Rica, Dominican Republic, Ecuador, El Salvador, Guatemala, Honduras, Mexico, Panama, Paraguay, Peru, Portugal, Spain and Uruguay.

The RTA has several working groups to share experiences and knowledge on different transparency issues. The Transparency and Good Governance Council is part of the Proactive Transparency and Open Data Group, whose main objective is to promote schemes for the identification and implementation of active advertising and open data practices in Latin America.

It is also part of the Jurisprudence and Administrative Criteria Group, a coordination mechanism aimed at promoting the generation of knowledge, the exchange of experiences, the effective consultation of information and the formulation of solid criteria in relation to access to information.

The Council of Transparency and Good Governance has been a member of the RTA since 2015
