The CTBG continues to participate as an observer in the Forum, which held last Friday the formal meeting of constitution and beginning of its new stage, after the modification of its composition operated by Royal Decree 371/2026, of May 6, which creates and regulates the new Open Government Forum.The meeting to establish the new Forum, held at the Ministry for Digital Transformation and Public Service, was attended by its President on behalf of the Council, Concepción Campos Acuña.
This collegiate body of inter-administrative cooperation and structured participation of civil society, chaired by the Secretary of State for Public Service, Consuelo Sánchez Naranjo, has an equal number of representatives for public administrations and civil society (32 vocalías for each block). Among its functions is the contribution to the design and monitoring of Open Government Plans.
In order to increase plurality and improve the quality of the co-creation processes, and without altering this parity composition, entities that contribute to the strengthening of Open Government through their experience, technical knowledge or sectoral or territorial representativeness also participate as observers. Observer entities have a voice, but do not vote, and can participate in Forum sessions and collaborate in their working groups. Their participation is proposed by the holder of the Secretary of State for Public Service and validated by the Plenary of the Forum, upon request by the entities.
Transparency and access to public information are one of the nine commitments made in the Fifth Open Government Plan (2025-2029), a commitment directly embedded in the functions and institutional role of the Council.
