Más de 250 solicitudes de inscripción en el Registro Estatal de Grupos de Interés

Registration in the Register, created by the Royal Decree-Law 21/2026, on Transparency and Integrity of the Activities of Interest Groups, is obligatory so that the ‘lobbies’ can continue to exercise activities of influence before the state public sector.

The Royal Decree-Law attributes to Council of Transparency and Good Governance (CTBG) the governance and management of the Register, the purpose of which is to ensure the transparency and integrity of the activities carried out by lobbyists in their relations with staff and public officials who are likely to receive influence. The regulation, which must be validated by the Congress of Deputies within 30 days of its promulgation, also assigns to the Council the corresponding monitoring and control functions.

Public consultation of the Register

The information available in the Register can already be publicly consulted through the Council for Transparency and Good Governance's internet portal.

Access to this information allows the results to be sorted and filtered according to different criteria provided in the regulations. Among other data, you can consult:

• The date of registration and updating of each entity.
• The professional categories declared.
• The geographical scope of influence.
• The number of people involved.
• The areas of interest on which they carry out their activity.
• The financial information provided in the regulations.
• Firm sanctions or suspensions that, where appropriate, may be applicable.

The Register is public, free and electronic in nature, and is a tool designed to strengthen transparency on the activities of influence carried out before public institutions.

Registration procedure

The Council will resolve the applications for registration within a maximum period of three months from their presentation, without prejudice to the correction of those applications that present some deficiency.

The effects of administrative silence are estimatorious. This means that, if this deadline passes without an express resolution, the application will be deemed approved.

Likewise, the presentation of the application, with veracity in the data and under the exclusive responsibility of the group of interest, produces registration effects from the very moment of its presentation, allowing the exercise of the influence activity.

Communication of contacts of an exceptional nature

The regulation establishes that, before maintaining contacts or developing joint activities with interest groups, the staff and/or public office must verify that these entities have requested their registration in the Registry.

However, article 7.6 of the Royal Decree-Law provides for an exception that allows for contacts with interest groups that have not yet requested their registration, provided that their representatives formalize in writing the commitment to submit such a request within a maximum period of three working days.

In these cases, the staff or public office that has maintained the contact must inform the Council of Transparency and Good Governance of the name of the group of interest, the reason for the meeting or action carried out and, where appropriate, the formalized commitment.

Form of communication

In order to facilitate the fulfillment of this obligation, the CTBG has enabled the following electronic form Necessary to communicate these contacts of an exceptional nature: Electronic Headquarters of the Council for Transparency and Good Governance - Catalogue of procedures

Through this procedure, the staff or public office may send to the Council the information related to the contact maintained, including the identification of the group of interest, the reason for the meeting or action carried out and, where appropriate, the formalized commitment for the presentation of the application for registration in the Registry.

Once this period has elapsed, no new contacts can be maintained if the interest group does not accredit the registration or presentation of the corresponding application.
