The meeting was part of a study visit to Spain made by the Serbian delegation.ntre 22 and 25 September as part of the Project “More Efficient Public Procurement and Sustainable Supply Chains for Improved Competitiveness”, implemented by the Serbian entity NALED with the support of the Swedish Development Cooperation Agency. The Foundation for the Internationalization of Public Administrations (FIAP) has collaborated in the organization of the program. Its objective is the exchange of experiences and good practices between institutions with responsibility for accountability and public governance.
The president of the CTBG, Concepción Campos Acuña, shared with the delegation some of the challenges faced by the institution and public transparency in Spain, as well as the strategic lines that the independent authority wants to promote in the coming years. In this regard, he referred especially to algorithmic transparency, a field increasingly relevant to the growing use of automated systems and artificial intelligence in public decision-making.
During the meeting, held in the meeting room of SEGIPSA, the Deputy Director General of Transparency and Good Governance, Gonzalo Gómez de Villalobosand the Secretary-General, Isabel Lombardero, they set out in detail the Spanish regulatory framework on transparency and the two pillars on which it is based: active advertising, which obliges administrations to disseminate information relevant to their activity ex officio, and the right of access to public information, which allows citizens to request data held by public bodies.
They also explained the guarantee function exercised by the CTBG to ensure compliance with these obligations, with special reference to the resolution of complaints regarding access to public information and the evaluation of compliance with the transparency regulations.
The Serbian delegation was composed of representatives of institutions such as the Public Procurement Office, the Republic Commission for the Protection of Rights in Public Procurement Procedures, the Administrative Tribunal, the Competition Protection Commission, the Ministry of Environmental Protection, and the State Audit Institution, with the coordination of the Serbian organization NALED (National Alliance for Local Economic Development), headed by Ana Ilić.
