The President of the Council, José Luis Rodríguez Álvarez, participates in the plenary of the XXIII Congress of the Association of Constitutionalists of Spain (ACE), entitled "Transparency and accountability in the constitutional state", which is held on 12 and 13 March at the University of Murcia.
