With the title “Transparency and accountability in the Constitutional State”, the XXIII Annual Congress of the Association of Constitutionalists of Spain is held in Murcia on March 12 and 13 and counts with the Council as one of its sponsors. The President of the Council, José Luis Rodríguez Álvarez, will speak in the plenary session of the meeting.

The Government, on the proposal of the Ministry for Digital Transformation and the Public Service, has proposed to Concepción Campos Acuña to chair the Council of Transparency and Good Governance, once the five years of non-renewable mandate of the current president, José Luis Rodríguez Álvarez, have expired. The candidacy must obtain the endorsement of the Congress of Deputies.

Available for consultation on the resolutions issued by the Council in January in 110 complaints procedures against the General State Administration and the state public sector.

This figure means that 40.2% more complaints have been filed than in 2024 by citizens dissatisfied with the response (or lack of response) of the Administration to their requests for information. Of these, 1,778 files correspond to claims against the organs and bodies of the State Administration (27.3% more than in 2024). The remaining complaints received (989 files) were submitted to the autonomous and local administrations, bodies and entities of the autonomous communities that have attributed to the Council the exercise of jurisdiction in this matter through the corresponding agreement (Principado de Asturias, Illes Balears, Cantabria, Extremadura, La Rioja, Ceuta and Melilla), which represents 71.7% more than in 2024.

In this exercise, the Council will assess the level of compliance with the active publicity obligations of more than 300 public and private institutions, bodies and entities, that is, it will analyse whether they publish on their institutional websites all the information of public interest established by the Transparency Act.

The selection of the evaluated entities has been made through random sampling between entities receiving subsidies or public aid amounting to more than 500,000 euros in the period of one year, based on the information contained in the National Database of Subsidies. Of the 84 entities analyzed, 22 had already been evaluated in 2024 by the Council, and 62 entities have been analyzed for the first time in 2025. The subjects evaluated include companies, foundations, associations, sports federations and NGOs.
