Memory of the Year 2021
In 2021, the Transparency Council increased its evaluation reports by about 50% and its resolutions by 20.75% compared to 2020.
The Council of Transparency and Good Governance has published its Memory of Activities 2021, a document reflecting the increase in activity registered with the Council in respect of the financial year 2020. During 2021, the CTBG counted on a estimate of 2.39 million euros, 4.79% more than in the previous year, and one template of 22 employees, a figure that has remained since its creation, in 2015.
In 2021, the Council of Transparency and Good Governance received 2,490 citizenship initiatives, one 31.7% more that in 2020. Of the total number of submissions received, one 90% (2.245) corresponded to citizens’ complaints against decisions on access to public information.
In the exercise of its function of Processing and resolution of complaints for safeguard the right of access to public information for citizens, CTBG resolved 1,932 claims (911 at state level and 1,021 at regional and local level), a figure that represents an increase in the 20.75% on the 1,600 files resolved in 2020.
In terms of its function of assessment compliance with the transparency obligations of the LTAIBG, the Council for Transparency and Good Governance considered 239 public entities and bodies, a 49.79% More than in 2020.
In these evaluations, the CTBG analyzed both the degree of compliance with active publicity obligations of the subjects evaluated, such as management performed by them in connection with Requests for access to information Presented by the citizens. The result of this evaluation has been embodied in the elaboration and publication of 432 reports.
Simultaneously with the development of its processing and evaluation functions, the Council carries out other activities derived from other tasks entrusted to it. Among them: advise and respond at enquiry formulated - both by the bodies responsible for processing and resolving requests for access to information and to individuals - as well as issue reports on State or regional policy projects and on parliamentary initiatives that are materially related to the LTAIBG.
Within the framework of this activity, in 2021, the CTBG attended 86 consultations and 1,283 requests for information on various aspects related to the implementation of the LTAIGB. In this same area of competence, the Council has issued, at the request of the Ministry of Territorial Policy, 36 reports about Regional Policy Projects related to the field of transparency. He has also elaborated 51 reports on parliamentary initiatives presented by different parliamentary groups of the Cortes Generales - 28 of the Congress and 23 of the Senate - related to aspects and matters of the competence of this Independent Administrative Authority.
In the field of training, during 2021, the Council intervened in 44 actions, a 41.90% More than in 2020 and in terms of the activities developed within the framework of its relations of cooperation and collaboration institutionalizedl, the CTBG performed during 2021 a total of 92 activities, a figure that represents an increase in 29.6%, compared to the previous exercise. The Council carries out this activity both in the public and private sectors and, within them, in the international, national and territorial spheres.
