Article 38 of Law 19/2013, of December 9, on transparency, access to public information and good governance (LTAIGB) entrusts the Council of Transparency and Good Governance, among other functions, to evaluate the degree of application of the law by the different subjects obligated. To this end, the CTBG establishes each year an Evaluation Plan in which it determines which entities will be evaluated for this exercise.
The Evaluation Plan 2024 includes 310 public and private institutions, agencies and entities, 23.5% more entities than in 2023. On the one hand, the Council will assess whether the entities included fulfil their active publicity obligations: that is, it will examine whether they properly publish the information of public interest that they are legally obliged to publish on the transparency portal or on their websites. In addition, 77 of them will also analyze how they manage the right of access to public information: that is, the requests addressed to them by citizens requiring specific information.
