In the visit, in which students of the master’s degree in Government and Public Administration of the Complutense University of Madrid and public employees have participated, it has been possible to know the headquarters and how the Transparency Council works, an independent state authority that ensures transparency and the safeguarding of the right of access to public information, essential aspects for accountability and citizen participation in public affairs.
In this session, the Secretary General of the Council, Isabel Lombardero Lasarte, spoke, which has detailed the legal regime of the Council and its characteristics as an independent administrative authority, as well as its organic structure, among other issues. He has highlighted how in a decade of existence the Council has multiplied its activity and the number of issues that the institution attends annually.
For his part, the Deputy Director General of Claims of Autonomous Communities and Local Entities, José Manuel Jover Lorente, has explained the work carried out by the Council to protect the right of access to public information, through the resolution of the claims provided in article 24 of Law 19/2013 on transparency, access to public information and good governance.
Finally, the Deputy Director General of Transparency and Good Governance, Gonzalo Gómez de Villalobos, has analyzed the increasingly intense evaluation work carried out by the Council to monitor whether the entities comply with their obligations of active publicity, that is, whether they publish the necessary information so that the citizens can control their management, such as their budgets and annual accounts, the contracts they sign, the subsidies they grant, the remuneration and professional trajectories of their managers, etc.
