Concepción Campos has one Long trajectory related to transparency, public integrity and good governance. Doctor of Law cum laude and Master in Law of Institutions and Public Administrations by the University of Santiago de Compostela, is a Professional Public Policy, Secretary of Local Government, Senior Level, with more than 20 years of experience (his last destination had been the City of Vigo). She was currently on leave as a consultant and associate professor of Administrative Law at the Rovira i Virgili University.

He has been a technical representative in the Network of Local Entities for Transparency and Citizen Participation of the Spanish Federation of Municipalities and Provinces (FEMP), where he has carried out different tasks, such as coordinating the process of revision of the Code of Good Local Government of the FEMP (2015) and the Type Ordinance of Transparency, Public Information and Reuse. Until now she was coordinator of the Working Group on Integrity in Public Procurement of the Network; and she has been a member of its Transparency and Access to Public Information group.

She's a doctor. honorary cause by the International Academy of Political-Administrative Sciences and Future Studies of Mexico, and corresponding academic of the Royal Academy of Jurisprudence and Legislation. He has coordinated the Chair of Good Local Government of the University of Vigo and has been a professor in different master's and postgraduate programs both nationally and internationally. It also has a prolific research and editorial activity in matters of transparency and good governance.

In her appearance on March 25 at the Finance and Public Service Commission of the Congress of Deputies, which endorsed the appointment, Concepción Campos He advanced the strategic lines of his mandate at the head of an institution that, he recalled, is “key to the rule of law”.

Given that the Transparency Act was approved more than ten years ago and achievements and advances have been noted, but also “shortcomings and inefficiencies”, one of its priorities will be to achieve its updating, for which it demanded the support of the Chamber. “We are not at the founding moment of transparency, but at a time when we need to move forward, consolidate, correct, update and strengthen,” he said.

He announced that the Council will play a leading role as guarantor of algorithmic transparency, since AI is a very powerful tool to improve the services provided by the Administration, but “with clear and transparent rules, since the use of algorithms can generate problems of opacity, bias and discrimination.” It will also incorporate AI into the Council and promote the harnessing of its potential in the service of transparency.

Law 19/2013 on transparency, access to public information and good governance gives the Presidency of the Council broad responsibilities in the governance of the institution and in decision-making. Its functions are regulated in thearticle 38of this norm and inArticle 13of the Council Statute.

The Presidency exercises its functions with full independence and objectivity, is not subject to an imperative mandate and receives no instruction from any authority.
