After a vote on its recognition, it was rejected by 155 votes in favour, 179 against and 12 abstentions, and the aforementioned royal decree-law, which ceases to have legal effects, was therefore repealed.
The Official State Gazette number 231, of September 18, published the Resolution of September 16, 2026, of the Congress of Deputies, ordering the publication of the Agreement to repeal Royal Decree-Law 21/2026, of August 25, on transparency and integrity of the activities of interest groups.
The repeal of the Royal Decree-Law means that the functions attributed to this Council in terms of governance and management of the Register of Interest Groups of the General Administration of the State and its institutional public sector must end from the moment of the publication of the aforementioned Agreement on Derogation.
Therefore, the models of application for registration in the Register, as well as communication to third parties, are no longer available in the electronic headquarters of the Council. Likewise, an archival resolution must be issued of the 377 application procedures for registration submitted for loss of object, without prejudice of the effects produced during the validity of the Royal Decree-Law and of the conservation of the corresponding files and documents in accordance with the applicable regulations on archives and records and data protection.
