A citizen submitted a request to the Ministry of Defense for access to the de-rating project of the Secretary of State for Defense, related to the Civil War, since the end of 2011.

The Ministry did not provide the information on the grounds that it had the status of an assistant or a supporter, and the application should therefore be rejected.

When a complaint was filed, the Council for Transparency and Good Governance considered it, since a finalized document that was deliberated in the Commissions of Secretaries and Under-Secretaries of State cannot be described as auxiliary or supporting, and cannot be described as a draft.
