A citizen submitted a request for access to information addressed to the Ministry of the Interior to know the distribution of medals to prison merit on the proposal of the Valencia Penitentiary Center.
The Ministry did not provide the information on the grounds that the right to personal data protection could be violated.
The Council of Transparency and Good Governance submitted a complaint on behalf of the Association of the Bodies of the Administration of Penitentiary Institutions (ACAIP). The Council of Transparency and Good Government rejected the complaint because, in the opinion of this Council, there is no legitimacy to complain on the part of ACAIP because the request for access to information was submitted by an individual person, not on behalf of the Association.
