A citizen submitted a request for access to information addressed to the Ministry of the Interior to access a series of reports of the legal advice of the Civil Guard on normative interpretation.
The Ministry denied the information on the grounds that it was auxiliary or supporting information, that it required reprocessing and, in addition, that the request should be considered abusive.
When a complaint was filed, the Council for Transparency and Good Governance considered it, since the transparency law itself obliges the publication of this type of legal report on normative interpretation ex officio, the grounds for refusal invoked not being applicable.
