SUMMARY

A citizen submitted a request for access to information addressed to the Ministry of Development to access various information on certain audio-minutes and the Viability Plan of the company Valladolid Alta Speed 2003.

The Ministry denied the information because it affected data protection, the company’s economic and commercial interests, professional secrecy and confidentiality.

When a complaint was filed, the Council for Transparency and Good Governance considered it in part, since the content of the audio-minutes does not compromise any of the interests alleged, including the protection of personal data. Regarding the Feasibility Plan, it contains sensitive information on the competitiveness of the company and its publication damages its economic and commercial interests.
