SUMMARY

A citizen submitted an application for access to the Ministry of Science and Innovation to know the total amount paid during the year 2019 for the concepts of productivity and extraordinary bonuses (in individualized items) to all its public employees.

The Administration provided some of the information regarding productivity and bonuses received by Ministry officials, but omitting the personal identification of the recipients.

When a complaint was filed, the Council of Transparency and Good Government considered it because all the information must be provided, including the identification of public officials of special confidence, such as those elected by free appointment, temporary staff or managerial staff, as provided for in the interpretative criterion approved in 2015 jointly by the Council of Transparency and Good Government and the AEPD, which is the competent body to ensure the safeguarding of the right to personal data protection in Spain.
