In exercise of the right of access to public information, a request was submitted to the Ministry of Universities for access to various information on the procedure for obtaining and date of the specific academic qualification of a professor of public university and medical specialist of a public health center.

The requested Ministry issued a resolution in which it agreed to deny access, as it is information protected by the personal data protection regulations, in accordance with the provisions of article 15.3 (d) LTAIBG.

In its resolution, the Council considers the claim to be based on the understanding that, given the circumstances of the specific case and the weighting required by Article 15.3 LTAIBG, the public interest in access to information on the limited impact on the data protection right of the affected person must prevail.

In addition, it takes into account that the said person, while agreeing with the decision to deny access, did not make any allegation highlighting other reasons that could support the prevalence of his rights.
