A total of 70 employees of hydrographic confederations from all over Spain attended today the training day on transparency and right of access to information held by the Council of Transparency and Good Government and the Tajo Hydrographic Confederation.

Basin bodies, like other public sector bodies, are legally affected by public transparency obligations that allow citizens to scrutinise their actions.
This transparency must be exercised both in an active way, by publishing the relevant information that allows to control its management, and by facilitating access to all public information held in its possession in the terms provided by the legal system, essentially Law 19/2013, of 9 December, on transparency, access to public information and good governance (LTAIBG) and Law 27/2006, of 18 July, regulating the rights of access to information, public participation and access to justice in environmental matters.
The training session, held at the headquarters of the Tajo Hydrographic Confederation in Madrid, but which has also been able to be followed telematically, has been taught by the team of the Council of Transparency and Good Government with an eminently practical approach.
The basic concepts of public transparency, active publicity obligations and the regulation and practice of the right of access to information, among other issues, have been addressed. Specific resolutions issued by the Council of Transparency and Good Governance have also been analyzed to complaints from applicants for public information held by hydrographic confederations and public bodies related to water management.
The day was inaugurated by the president of the Tajo Hydrographic Confederation, Antonio Yáñez City, and by the director of the Territorial Administration Complaints Office of the Council of Transparency and Good Government, José Manuel Jover.
The Council was also represented by the Deputy Assistant Director General for Complaints, Pedro Martos; the Deputy Assistant Director General for Transparency and Good Governance, Julián Prior; the Head of Active Advertising Area, Carmen Motos; and the Head of Territorial Administration Complaints Area, Nuria Ortas.
One of the lines of work that the Council of Transparency and Good Governance is intensifying is the training, sensitization and training of public employees in public transparency, a fundamental aspect to help materialize the rights recognized by the Law of Transparency to Citizenship.
