At the session, held on December 16 at the Council’s headquarters, a first analysis of the most relevant contents of the preliminary draft of the Open Administration Act, prior to the mandatory report that the Council must issue in accordance with the provisions of article 38.1.c) of Law 19/2013, on transparency, access to public information and good governance (LTAIBG), when it receives the corresponding request.
In the second part of the meeting, they exposed and valued the activities of the Council during 2025. In particular, the President, José Luis Rodríguez Álvarez, informed the members of the Commission of the Council’s performance in the exercise of the two main functions attributed to it: that of resolving the claims filed against the subjects required by the LTAIBG in terms of access to public information and that of evaluating the degree of compliance with the obligations of active publicity.
As far as the resolution of complaints, the great effort made in recent years to reduce the average processing time, until it is currently around three months, was highlighted, despite the continuous increase in the number of complaints received, which have grown by 26.2% at the state level and 67% at the regional level so far this year.
La Evaluation of active publicity obligations This year it will reach the record number of 400 subjects evaluated. On the other hand, it was stressed that, at the end of this year’s process, all institutions and entities of the state institutional public sector will have been evaluated at least once and many of them submitted to second and third evaluations.

These include those aimed at institutional cooperation both at the national level, through the Conference of Guarantor Bodies for Transparency and Access to Public Information (COTAI), and at the international level, through the European Network for Transparency and Access to Information (ENTRI). And also the training and informative activities, among which the seminar organized at the UIMP in July stands out and various participations in courses and seminars on transparency and access to public information.
