The Council had already evaluated the transparency portals of these political formations in 2024, formulating to each of them a series of specific recommendations so that they could improve their level of compliance.
The degree of implementation of these recommendations, as evidenced by the review carried out this year, is disparate, as is the Mandatory Information Compliance Index (ICIO) achieved, which ranges from 33.2% to 83.1% depending on the party. With this indicator, the Council measures the degree of compliance of the entities included in the scope of application of the Transparency Law of the obligation to publish (and keep updated) in their electronic headquarters or web pages the information whose knowledge is relevant to guarantee the transparency of their activity: the regulations that apply to them, their budgets, the organigram, the training and experience of their top managers, their remuneration, annual accounts, the subsidies they receive, their statutes, etc.
In the evaluation carried out in 2025, it has been found that none of the six parties analyzed complies with their obligation to publish the remuneration of their top managers and several formations do not publish their professional profiles and trajectories or the organizational chart, despite the indications in this regard made by the Council in its previous evaluation.

The Council carries out its evaluation with its own resources and using its own MESTA methodology, developed with the defunct State Agency for the Evaluation of Public Policies and the Quality of Public Services.
