Of these, 1,211 files relate to complaints to ministries and state public bodies. The rest of the complaints received (547 files) were submitted to the autonomous and local administrations, agencies and entities of the autonomous communities that have attributed to the Council the exercise of competence in this matter through the corresponding convention.
This increase confirms the upward trend in the entry of files from citizens who call on the Council to guarantee their right of access to public information. In 2025, as reported by the Memory of Activity From the institution, 2,767 complaints were received, 40% more than the previous year. As already mentioned, the increase has intensified in the first half of 2026: in May alone, 343 claims were received, 80% more than in the same month of the previous year.
"The sustained growth of complaints submitted to the Council confirms the strengthening of the culture of transparency in citizenship, but also demonstrates an inescapable reality: the Council's function of guaranteeing the right to know, which is key to democracy, cannot be sustained indefinitely by the current means. Guaranteeing the right of access on time and with quality requires an allocation of resources according to the real volume of work", says the president of the CTBG, Concepción Campos Acuña.
In addition, Campos recalls, the material complexity of the files is also increasing, with the progressive appearance of new demands for public information due to the advance of technology and artificial intelligence, and its increasing use by the Administration.
The Council’s staff, made up of around thirty people, in addition to the Presidency, has remained unchanged since 2023. The budget of the independent authority also: €3.38 million.
