Publication in the BOE of Royal Decree-Law 21/2026

The date of August 26, 2026 has been published in the BOE the Royal Decree-Law 21/2026, of August 25, on Transparency and Integrity of the Activities of Interest Groups.This Royal Decree-Law seeks to guarantee transparency, responsibility, integrity, traceability and equal opportunities in the activity of legitimate influence of the activities carried out by interest groups in their relations with the public sector.

To this end, it establishes a series of obligations and principles of conduct that must be respected both by people who are part of or work for lobbyists and by public sector personnel who are susceptible to influence.

Registry of 'lobbies'

The rule, which must be validated in the Congress of Deputies within thirty days of its promulgation, also includes the obligation for lobbyists to register in the Register of Lobbyists in order to exercise their influence activities.

The management and supervision of the Register is attributed to the Council of Transparency and Good Governance. The electronic form that will allow the registration procedure to begin will be available soon, which will be communicated through the official channels of this Council.
