The summary of the Council’s Activities Report published in the BOE

It should be recalled that article 40 of Law 19/2013, on transparency, access to public information and good governance (LTAIBG), establishes that the Council of Transparency and Good Governance will have to submit annually to the General Courts a report on the development of its activities and on the degree of compliance with the provisions established in the Law. This report was sent to the Cortes and published on the Council's website in July.

For its part, the Statute of the CTBG, approved by Royal Decree 615/2024, of 2 July, indicates in article 10 that a summary of the annual report will be published in the BOE. The publication of this summary facilitates public knowledge of the main indicators and actions carried out by the institution during the last financial year.

The report 2025 reflects, in a particularly significant way, the significant increase in the complaints received by the Council, which achieved the Record Number of 2,767 files, the highest since the creation of the institution. This data supposes a increase of 40.2% With regard to the previous year, it highlights the growing recourse of citizens to the mechanisms guaranteeing the right of access to public information.

Of the total number of registered claims, 1,778 correspondents to the state sphere, which represents an increase of 27.3%, while 989 were presented in front of administrations and entities of regional and local scope, with an even higher growth rate of 71.7%.

As for the remedial activity, the Council resolved 2,234 claims during 2025. Of the complaints admitted to processing at the state level, 65.9% ended with pronouncements favorable to the claimants, while at the autonomous and local level the percentage reached 72.1%.

The Memorial also highlights that A very significant part of these claims has its origin in the lack of response of the administrations to the requests for access to public information. Thus, 45.5% of the complaints resolved at the state level and 75.3% of those at the regional and local level were filed by administrative silence.

In addition to its role of safeguarding the right of access, the Council continued to be active in monitoring active transparency. During 2025, it evaluated compliance with the active advertising obligations of 393 entities, 25.2% more than in previous years, and answered 196 formal queries related to the interpretation and application of the transparency regulations.

The data collected in the report highlight the increasingly important role of the Council for Transparency and Good Governance as an institution that guarantees the right to know and show the growing interest of citizens to exercise their right of access to public information. In this regard, it should be noted that the An increase in the number of complaints was even more pronounced in the first half of 2026, with 60% more files received than in the same period of the previous year.
