The form to request registration in the State Register of Interest Groups is available in our electronic headquarters

El Royal Decree-Law attributes to the CTBG the governance and management of the registry, the purpose of which is to guarantee the transparency and integrity of the activities carried out by the lobbies in their relations with the personnel and/or public office susceptible to receive influence. The regulation, which must be validated by the Congress of Deputies within 30 days of its promulgation, also assigns to the Council the corresponding monitoring and control powers.

The Register is public, free of charge and electronic, and interest groups must be compulsorily registered in order to be able to exercise their influence in the State public sector. Natural and legal persons and groups without legal personality, including platforms, forums, networks or other forms of collective activity, whether acting on their own behalf or on behalf of others, regardless of the form they adopt or their legal status, and carrying out activities of influence on the personnel and/or public office subject to the application of Royal Decree-Law 21/2026, are considered a group of interest and must therefore be registered.

To apply for registration in the Register, the person or persons accrediting the representation of the interest group must fill in the electronic form available at the Council’s electronic headquarters, providing the information established in the RD-law.

The submission of the application for registration implies the express acceptance by the interest group of the rules of conduct regulated in Title II of the RD-Law, and, where appropriate, of the specific codes of conduct that apply to it, as well as the obligations entailed by registration in the Registry.

The Council will decide on the application for registration within three months of its submission, and the effects of administrative silence are stimatory, that is, if no express resolution is notified within that period, the interest group must understand that the application has been approved.

The presentation of the application in the registry, with the aforementioned commitment of express acceptance, with veracity in the data and under the exclusive responsibility of the group of interest, will produce the effects of registration from the moment of its presentation, allowing the exercise of the influence activity.

Before maintaining contacts or carrying out joint activities with lobbyists, the staff and/or public office must verify that the lobbyists concerned have formalized their application for registration, and in the event that they have not done so, the persons representing them will be informed of the obligation to request such registration in order to be able to carry out influence activities, without prejudice to the possibility provided in article 7.6 of the RD-Law. This provision establishes that, on an exceptional basis, the staff and/or public office may maintain contact with a group of interest that has not requested its registration if the persons who represent it declare in writing the commitment to submit the request within three working days following the date of the contact maintained.
