Ministry of Foreign Affairs and Cooperation against a decision providing for access to the note announcing the annulment of the Exequatur as Consul of Latvia in Spain
ABSTRACT
A citizen submitted a request for access to the information addressed to the Ministry of Foreign Affairs and Cooperation requesting access and obtaining a copy of the verbal note communicated and sent by the Ministry to the Ambassador of Latvia, on September 16, 2016, through which the annulment of the Exequatur as consul of Latvia in Spain is communicated.
The Ministry denied the request on the grounds that it could harm external relations, the limit of article 14.1 (c) of the Act being applicable.
The Council of Transparency and Good Governance considered the complaint because it considered that there was no general access to communications held in the field of our country’s external relations, but to a specific, perfectly identified and determined document whose content, in addition and for reasons beyond the case at hand, has already been made public.
