SUMMARY

A citizen submitted a request for access to the Ministry of the Presidency, Relations with the Courts and Democratic Memory to obtain a copy of the minutes of the meeting of the National Security Council on March 4, 2020.

The Administration denied access due to administrative silence.

Once a complaint has been filed, the Council of Transparency and Good Governance considered it following the criterion maintained repeatedly, without the need for the prior deletion of the personal data that refer to the identification of natural persons that appear in the records since 1) they are part of the governing bodies of the agencies involved, 2) their identification has already been made public, 3) they are members of the Government and other senior officials, so the right of access to information prevails over the protection of their personal data.
