SUMMARY

A citizen requests from Radio Televisión Madrid (RTVM) information on the minutes of the Telemadrid Board of Directors from January 2017 to the date of the request. This request is rejected for affecting the confidentiality or secrecy required in decision-making processes and for being abusive. Faced with this rejection of your request, a complaint is presented to the Council of Transparency and Good Governance (CTBG) in November 2019.

The CTBG estimates the claim raised since it has as its established criterion that the calls, agendas and minutes that are drawn up as a result of meetings of collegiate bodies are relevant elements in the accountability and transparency of public action on which Law 19/2013, of 9 December, on transparency, access to public information and good governance, is based, which must be provided if requested.

In response to the decision issued by the CTBG RTVM, a contentious-administrative appeal has been lodged with the Council on September 10, 2020.
