SUMMARY

A citizen asked the City Council of Gozón (Asturias) for documentation related to an urban plan. This request is not attended by the City Council for, among other reasons, considering it abusive and manifestly repetitive. Faced with this rejection, the interested party presents a complaint to the Council of Transparency and Good Governance in January 2020.

The Transparency Council considers the complaint to be public information and that the invocation of limits in Article 14 of the Convention is not sufficiently substantiated. Law 19/2013, of 9 December, on transparency, access to public information and good governancenor the causes of inadmissibility of article 18.

In front of the resolution issued by the Council, the City of Gozón interposes contentious-administrative appeal that has entry into the Council on September 21, 2020.
