SUMMARY

A citizen asked the Council of Rural Environment and Territorial Cohesion of the Principality of Asturias for access to the full content of the meetings held by the Committee on Regional Planning and Town Planning (QUOTA), both in plenary and in committee.

Not satisfied with the response given by the administration, the claimant filed a complaint with the Transparency and Good Governance Council (CTBG) in March 2021.

The CTBG estimates the claim and urges the administration to provide information on the minutes of the meetings. However, the provision in favour of the claimant of the documentation is established that it must be done after the deletion of personal data relating to natural persons who are not part of the governing bodies of the agencies involved and of the opinions in their personal capacity in the deliberations, so as not to prejudice confidentiality in the decision-making process.

Faced with the resolution issued by the CTBG, the claimant lodges a contentious-administrative appeal that has entry into the Council on July 19, 2021.
