The Council of Transparency and Good Governance renews its protocol of collaboration with Unión Profesional
28/06/2021
This protocol is carried out with a dual purpose: to disseminate the values and principles of transparency and accountability, as well as the contents of the regulations and policy of transparency and access to public information among the collegiate professions; and to establish a continuous dialogue between both parties.
The association of 37 General and Higher Councils and Professional Associations at the national level, Professional Union (UP), has renewed its cooperation protocol with the Council of Transparency and Good Governance (CTBG), an independent body responsible for promoting the transparency of public activity, ensuring compliance with publicity obligations, safeguarding the exercise of the right of access to public information and ensuring compliance with the provisions of good governance.
For the president of UP, Victoria Ortega, this renewal means «The continuity of a relationship that began in 2016 and has been strengthened over the years, in which the collegiate professions have shown their commitment to the culture of transparency and access to information, as well as to the values and principles of transparency and accountability”.
On the occasion of the appointment of the current president of the CTBG, José Luis Rodríguez Álvarez, UP addressed this institution to express its willingness to renew the collaboration between both entities and thus formalize a new instrument of cooperation during the entire term of the president of this Independent Authority, which ends in October 2025.
The Law on Transparency, Access to Public Information and Good Governance entrusts the CTBG, among others, with the function of promoting training and awareness-raising activities for a better knowledge by citizens of the matters it regulates.
In this regard, José Luis Rodríguez Álvarez, president of the CTBG, said “The Council highly values the commitment of the collegiate professions to transparency and considers that dialogue and cooperation with obliged subjects is the most effective way to facilitate compliance with legal obligations and, at the same time, promote a proactive culture of transparency and accountability. We are grateful for the willingness of the Professional Union and the Colleges and Councils that make it up to move forward together along this path and we are sure that the new protocol that we signed today will contribute to achieving these objectives. Count on our full cooperation.”
Both the Council of Transparency and Good Governance and the Professional Union consider that such an extension in this cooperation is the ideal means to formalize the agreement of wills, determine the fundamental lines and axes to be developed. Likewise, to establish a minimal governance structure that channels the initiatives of both parties and allows to resolve in a consensual way the doubts or issues that may arise in the course of the activities within the framework of the same.
This protocol, which is being renewed today, is being carried out with a twofold aim: to disseminate the values and principles of transparency and accountability, as well as the contents of the regulations and policy of transparency and access to public information - culture of transparency - among the collegiate professions; and to establish a continuous dialogue between both parties that will allow the CTBG to have a direct return of the needs, responses and demands of the professional associations, the General Councils and Colleges at national level and the other associates and associates of UP regarding the regulations of transparency and access to information, as well as the policy developed in this regard by the Administrations.
