This category, which does not include ministries, includes autonomous bodies, public business entities, state-owned companies, public foundations, non-transferable public universities, public-law entities and mutual social security partners.

The average Mandatory Information Compliance Index (ICIO) for all the entities analyzed has been only 38.9%, Although there is a great disparity in the degree of compliance according to the entity, with some achieving very high or notable levels of compliance and others still presenting enormous deficiencies.

With this indicator, the Council measures its degree of compliance with the obligation established by the Transparency Law to publish on its web portals and keep updated the information that allows citizens to control their management and activity: the regulations that apply to them, their budgets, contracts and subsidies, who are their top managers, their training and experience, their remuneration...

Among the reasons that explain the low average score achieved by this group of entities is the Lack of publication of mandatory information – 59.4% of them are not published – and the lack of references that allows users to know the degree of updating of the published information.

A total of 71 of the entities had already been analyzed for the first time in 2024 without reaching 75% compliance in that evaluation, so they have been reviewed again. In that evaluation, as in all those carried out by the Council, a series of specific recommendations were formulated so that they could improve compliance with their active transparency.

Of the 1,278 indications given to these entities, only 429 have been applied. The four entities that implemented all the recommendations have achieved 100% compliance in 2025: Fundación Thyssen-Bornemisza, Port Authority of Bilbao, Mutua Universal MUGENAT and Sainsel Sistemas Navales. Palencia High Speed, which has been evaluated for the first time this exercise, has also reached full compliance.

The Council reminds those responsible for public bodies that have not fully complied with the transparency mandates contained in the LTAIBG that it is a matter of binding legal obligations which has been in force since 10 December 2014 and It urges them to comply with the law without delay, providing them with a series of specific recommendations to facilitate the task.

With this evaluation, the results of which have just been published by the Council, all entities of the public institutional state sector have been subject to at least one evaluation by the institution.

The entire evaluation has been carried out with the Council’s own resources using the MESTA methodology, developed jointly with the former State Agency for the Evaluation of Public Policies and Quality of Services (AEVAL).
