A citizen submitted a request for access to information addressed to the Ministry of Development to access statistical information on each and every real estate transaction from 2004 to the present, broken down by Municipality, Province and Autonomous Community.

The Ministry denied access, on the understanding that such information was subject to statistical confidentiality.

When a complaint was filed, the Council of Transparency and Good Governance partially considered it, since some of the information could affect natural persons, the personal data protection limit of article 15 of the transparency law being applicable and not allowing the existence of statistical confidentiality.
