A citizen submitted a request for access to information, addressed to RENFE, to know the content of the complete tender for the transport of personnel in Barcelona, between 2016 and 2020.
RENFE informed him that there was no record of the requested tender and that, if such information existed, it could harm his economic and commercial interests.
When the complaint was filed, the Council of Transparency and Good Governance considered it in part, given that the publication of the contracts ex officio is a legal obligation derived from the Law of Transparency, Access to Information and Good Governance (LTAIBG) itself and that the hypothetical damage to these economic and commercial interests has not been proven.
