SUMMARY

A citizen submitted a request for access to information addressed to the Ministry of Finance to learn about the preparation of the Report of living debt of the City of Reinosa, according to the database of the Central of Information of Risks of the Bank of Spain.

The Ministry of Finance partially granted the information, handing over the total amount of the debt and arguing that it did not have the rest of the required information, so the applicant had to contact the City Council.

When the complaint was filed, the Council of Transparency and Good Governance considered it. The information requested must be considered as part of the purpose pursued by the Transparency Act since it allows us to know under what criteria our institutions act and how decisions affecting citizens are made. The correction of the published data on the debt of a City Council is in the hands of the Ministry of Finance.
